JOB DESCRIPTION

Job Title: Procurement Senior Officer (Turkish Citizenship Only).

Project / Department Title: Procurement

Direct supervisor / Reports to: Supply Chain Coordinator

Overall objective of the job:

To support the effective operation of the IYD Supply chain Department by coordinating all local, national and international procurement ensuring that all procurement is conducted in accordance with IYD procurement policies and procedures, relevant donor requirements, and in the spirit of obtaining the best Value for Money (VFM).

Roles and Responsibilities:

  • Procurement Management

Ensure that all procurement procedures are effectively followed in compliance with the IYD Procurement Manual and relevant donor requirements.

Manage procurement staff, distributing tasks according to specialist areas, monitoring performance, and providing on-going training in roles and procedures.

Prepare a Bi-weekly Procurement Report.

Contribute to Donor Reports as needed.

Organize regular local market surveys and ensure the Vendor Roster and other supplier information is kept up-to-date and referenced during the procurement process.

Experience working with USG donors particularly USAID, and familiarity with its rules and regulations.

  • Planning/Management

Ensure that procurement is integrated with overall program planning, when new budgets are being proposed provide information on supply costs, transport costs, delivery times, and any related customs issues ensuring that adequate resources are available for realistic budgeting.

Assist Programs Coordinators in developing procurement plans and monitor spend vs budget.

Participate in program Management Meetings ensuring there is full update/information on Procurement for each grant.

  • Order Management

Liaise closely with the procurement team to ensure that the IYD PR tracking sheet is updated daily and that the report is available to all budget holders on an ongoing basis.

Ensure that the PRs tracking sheet captures all relevant information and dates.

Ensure that all comments on delays in procurement, special procurement requirements, or other relevant information are updated onto the PRs tracking sheet on a daily basis.

  • Finance & Procurement

Check Payment Orders and ensure attached procurement files are complete, correct, and have the relevant signatures before they are submitted to the finance department for payment.

  • Human Resource Management

Ensure that personnel involved in purchasing are adequately trained for their roles and are aware of their responsibilities. When the need arises provide comprehensive training.

Manage performance evaluation for procurement personnel.

Provide induction briefings on procurement to all new personnel.

Carry out any other related duties as might be reasonably requested by the Supervisor.

Key Working Relationships:

  • Internal: Supply chain coordinator, procurement officer/ Assistant, Logistics Officer, Programs Managers, warehouse and asset officer, Administration and Finance Asst, Program staff… etc.
  • External: Suppliers.

Qualifications:

  • Bachelor’s/Master’s degree.

Abilities:

  • Excellent leadership, coordination, and representation skills.
  • Strong negotiation and interpersonal skills.
  • Excellent knowledge of the Humanitarian Reform process and the role of the humanitarian community (UN System and NGO).
  • Demonstrated flexibility and creativity in planning and problem-solving.
  • Knowledge of procurement, logistics, and supply chain management system and procedures.
  • Excellent communication and writing skills.
  • Ability to organize and facilitate training sessions.
  • Ability to develop capacity-building frameworks and work plans.
  • Ability to prioritize responsibilities, carry out multiple tasks simultaneously, and meet deadlines.
  • Ability to understand and implement organizational and donor policies.
  • Ability to manage and prioritize a varied workload in a dynamic work environment.
  • Commitment to IYD core values and principles.
  • Excellent leadership, coordination, and representation skills.
  • Excellent interpersonal and communication skills both written and verbal.
  • The ability to use Microsoft Office programs including Excel, Word, Outlook, and PowerPoint in a professional way.

Experiences:

  • At least 4 years of relevant work experience in areas such as procurement, logistics, office/business administration in private or government sectors.
  • Proven administrative and IT skills, and an ability to maintain accurate records.

  • A flexible approach to work and willingness to take on extra duties, work additional hours as required.
  • Strength in interpersonal, communication, and presentation skills.
  • Committed team player and ability to work within a multicultural team.
