IYD is a Turkish, non-governmental, non-profit and has no political association working in various fields of humanitarian relief, development, and education.

IYD was established early 2013 in Turkey, so that, it has become by the end of 2018 spread out over different areas in both Syria and Turkey.

IYD was registered in 2014 with a license No. (34-203/022) and it has been working according to Turkish Organizations Law No. /5253/ under the name:  ULUSLARARASI INSANI YARDIMLAŞMA DERNEĞI

IYD’s office are spread throughout Turkey and Syria as following:

JOB DESCRIPTION

Job Title: Procurement officer

Project / Department Title: Procurement

Duty station: Support Department

Direct supervisor / Reports to: Procurement Manager

Main tasks:

Managing all tasks within the procurement department, supporting the projects and other departments supporting the organizations

Roles and Responsibilities:

  • Following up, completing the purchase orders considering any relevant exceptions.
  • Communication with the donors, submitting the requirements book and all points related to the tenders through the e-mail.
  • Preparing the tenders’ requirements book.
  • Answering the suppliers’ inquiries related to the tenders.
  • Preparing the announcements about the tenders.
  • Attending the meetings with suppliers regarding the tenders.
  • Coaching the procurement officer in Syria, giving him the complete instructions within the procurement department (purchase orders and others)
  • Meetings and coordination with other departments of support to discuss all procedures related to the procurement as: purchase orders and others.
  • Following up on the procedures of procurement department starting from the announcements of tenders up to the goods delivery.
  • Communication with the donors to confirm the suppliers who win the tenders.
  • Communication with the procurement staff working under all projects in the field.
  • Verifying the purchase orders with the relevant departments.
  • Supporting to develop the procurement policy, and following up on translating the policy to English.
  • Reviewing the tenders with all relevant documents.
  • Preparing each tender’s files to the procurement department either in Syria or in Turkey.
  • follow up on the receive notes and review the tenders and follow up on the relevant maintenance requests.
  • Comply with the procurement policy and procedures.
  • Setting up the executive plan of the department and discussing the plan with the top management for implementation.
  • Submitting the regular reports to the top management about the procurement plan.
  • Setting the tasks & specifications of the affiliated jobs.
  • Managing the performance of the staff within the department.
  • Issuing the supplier’s records presenting all data of the supplier and regularly seeking new suppliers to reach the lowest prices.
  • Verifying the supplier’s ability to meet the purchase order’s requirements, quotations and raw materials surveys before the implementation.
  • Training and empowering the staff working in procurement department to do their jobs and using his experience to qualify them.
  • Suggesting the appropriate budget of the procurement department with the organization’s capabilities based on studies.
  • Suggesting the developing and preventive procedures that could develop the department’s outputs under his management.

Qualifications:

  • A bachelor degree in business administration.
  • Full knowledge of the organization’s policies especially the procurement.

Abilities:

  • The ability to effectively manage the changes which are expectedly to happen together.
  • Mastery of both Arabic and English (reading, writing and speaking) as well as Turkish.
  • Holding computer skills as to use the Microsoft programs: Excel, word, outlook and others.
  • Time management skills, tasks organization and prioritization.
  • Inputs analysis considering the accuracy.
  • Having the ability to manage all the job requirements with tolerance within his department.
  • The ability to work overtime beyond the working hours when needed.
  • To be cooperative, and having the coordination skill with the other departments and projects.
  • Having the ability to communicate and coordinate to perform the required tasks with relevant stockholders who are usually based in other different geographical or hard to reach areas.
  • Forecasting and accuracy skills.

 

Experiences:

  • A 2 years’ experience in the similar position.
  • An experience in the scope of performance management.

Required Physical and Personal Characteristic:

  • Well behaving, disciplined and not affiliated to any military and political parties.
  • Punctuality.
  • Concentration and reasonability of thinking.
  • Highly smart.
  • Quiet and not testy.
  • Not having diabetes, blood pressure problems, hearts or irritable bowel.

  • Good listener and having good perception with awareness and concentration.

  • Taking the responsibility especially on of the decisions made with stability.
  • Strong personality composure, and firmness.
  • strong honesty.
  • Preferably not less than 30 years old and not over 40 years old when recruited as a procurement manager.
