IYD is a Turkish, non-governmental, non-profit and has no political association working in various fields of humanitarian relief, development, and education.
IYD was established early 2013 in Turkey, so that, it has become by the end of 2016 spread out over different areas in both Syria and Turkey.
IYD was registered in 2014 with a license No. (34-203/022) and it has been working according to Turkish Organizations Law No. /5253/ under the name: ULUSLARARASI INSANI YARDIMLAŞMA DERNEĞI
IYD’s office are spread throughout Turkey and Syria as following:

- In response to the Syrian crises, IYD has implemented multi-sectoral relief program through out many projects and in several areas like: Food Security – Livelihood – WASH – Non-Food Items – Health – Cash support in Emergencies as case transfer and others all that done in coordination with many partners like: WFP, OCHA, Save the Children, UNICEF, World Vision and others.
JOB DESCRIPTION
Job Title: WASH and Shelter Project Officer
Project / Department Title: MEAL
Direct supervisor / Reports to: Country Director
Overall objective of the job: To ensure the development and implementation of an effective and coordinated MEAL framework and is in accordance with international standards.
Improve the quality of the MEAL deliverables.
Main tasks:
- 1- Lead on the development of logical frameworks and MEAL plans in project proposals, in consultation with program teams, funding coordinator and partners (where applicable).
- 2- Support IYD’s program in developing new projects by providing required secondary data, learning from previous projects, and primary data from needs assessments.
- 3- Provide the program staff with regular need assessment reports and RNA when required.
- 4- Supervise the MEAL officers and S. Assistant and ensure their deliverables are in accordance with requirement and due time. And oversee quality assurance of all field data collection exercises, data management, and analysis.
- 5- Ensure the quality of the all required tools and ensure that these tools are up to date like log-frame, M&E plan with defined indicators, M&E calendar, Indicator tracking table (ITT), Detailed implementation plan (DIP), field level data collection tools, mobile data collection tools, and databases for collection, consolidation and reporting like baseline and end-line.
- 6- Design and manage internal and external evaluations and impact assessments, to ensure compliance with donor and IYD requirements, as well as accountability, transparency and programme learning.
- 7- Ensure all M&E data, reports, and records are clearly organized archived in a central location for future reference.
- 8- Represent IYD well in M&E related working groups and other required meetings.
- 9- Build the capacity of the MEAL teams and ensure the training plan is in place.
- 10- Support Management in developing/adapting contextually appropriate accountability tools and systems to enable response staff to better include communities in program planning, implementation and monitoring, and ensure quality assurance of feedback and complaint mechanisms.
Any additional tasks related to the position as requested by the direct manager.
Qualifications:
- Master’s degree preferably in relevant area (e.g. statistics, evaluation, research) from a recognized university, College degree is essential.
- Strong written and oral communication skills and fluency in English.
- Significant expertise in statistical analysis.
Abilities:
- lead the project team.
- fluent in English reading and writing.
- Good skills in computer (MS Office, Engineering drawing programs).
- Good skills in time management.
- Good skills in risk management.
Experiences:
Proven experience in leading Surveys (mix methodologies) from designing to report writing.
Proven experience in establishing M&E systems.
Previous engagement with the Syria Crisis response in Turkey and inside Syria.
Ability work and produce high quality outputs in an intense & dynamic working environment,
having different working styles and different levels of competencies is essential.
Required Training:
- Minimum of 3 years’ experience in the field of M&EAL, especially in monitoring, evaluation in emergency context and donors is critical.
- High knowledge in writing technical M&E reports is essential.
- Thorough knowledge on the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essentials.
Physical and personality traits required:
- Ability to perform well under pressure and comply with donors & partnership deadlines is essential.
- Good communication and management skills in different level of communications, and must be approachable, good listener, easy to talk.
- Develops and encourages new and innovative solutions.
- Take responsibility and face the consequences of decisions.
